It was my understanding that the motorist was attempting to make a left, and that the cyclist attempted to pass the vehicle on the left.

the van was first thought to have been turning left, but it was turning in the middle of the block, to do business at the Viking Tavern, across the street from the start of the turn. It turned in the MIDDLE of the block... U-turns are only allowed in designated areas and intersections, always yielding to others...
